When most people think about emergency preparedness, they picture food stockpiles and water storage. Those things matter — but neither one saves you in the first three hours of a serious emergency. Survival shelter does.

The human body can only survive roughly three hours in extreme cold, wet, or wind without some form of shelter and protection from the elements. That window closes fast. Before your next meal or your next drink of water, your body needs to stay at a safe temperature.

Why Shelter Is Your #1 Survival Priority

Most survival instructors and emergency management professionals organize priorities around something called the Rule of Threes. The idea is straightforward: in a survival situation, the human body can last roughly:

  • Three minutes without air
  • Three hours without shelter in extreme conditions
  • Three days without water
  • Three weeks without food

Shelter sits near the very top of that list for a reason. Exposure to extreme cold, heat, wind, or wet weather stresses the body in ways that can become fatal faster than most people expect.

How Cold Kills

Prolonged cold exposure causes the body's core temperature to drop — a condition called hypothermia. The process starts earlier than most people realize. Even mild hypothermia can cause uncontrollable shivering, confusion, poor coordination, and impaired judgment. Moderate to severe hypothermia progresses to a loss of consciousness and can be fatal without prompt intervention.

Wind and wet conditions accelerate the process dramatically. A wet person in 50°F weather with a moderate breeze can develop hypothermia within hours. Wind strips away the thin layer of warm air your body constantly works to maintain around itself — making even temperatures that seem manageable genuinely dangerous.

How Heat Kills

Extreme heat is equally dangerous. Heat exhaustion is the first stage — symptoms include heavy sweating, weakness, cool and clammy skin, nausea, and a rapid, weak pulse. Left untreated, heat exhaustion progresses to heat stroke, which is a life-threatening medical emergency. In heat stroke, the body's temperature regulation system fails. Sweating stops, skin becomes hot and dry, and the person may become confused or lose consciousness. Heat stroke can cause permanent organ damage and death without rapid cooling and medical treatment.

Both conditions are preventable with proper shelter and smart temperature management.

Bug-In vs. Bug-Out — Knowing Which Applies to You

Every shelter situation falls into one of two categories: bugging in or bugging out.

Bugging in means staying home and using your home as your shelter. This is almost always the right first choice. Your home provides structural protection, existing insulation, stored supplies, and familiar surroundings. For the vast majority of emergencies — power outages, winter storms, and most short-term disruptions — sheltering at home is the safest and most practical option.

Bugging out means leaving your home and establishing shelter somewhere else. This becomes the right choice when your home is unsafe or inaccessible — a mandatory evacuation order, rising floodwaters, an approaching wildfire, or structural damage that makes the building dangerous to stay in.

The most important question to answer before any emergency hits: what conditions would make you leave, and where would you go? Having that answer in place removes the decision-making pressure in a high-stress moment. When conditions allow, bug in first. Leaving home means leaving behind your supplies, your security, and your comfort. Bug out only when staying is clearly more dangerous than going.

Bug-In Shelter — Staying Home

Bugging in starts with an honest look at your home as a shelter. Not every home is equally capable, and knowing your gaps now gives you time to address them before you need to.

Evaluating Your Home as a Survival Shelter

Before an emergency happens, walk through your home with a clear eye toward its strengths and weaknesses.

  • Structural integrity. Does your roof have existing damage? Are there foundation issues, cracked walls, or broken windows? A structurally sound home provides reliable weather protection. A damaged one may not — and a major storm can turn a small problem into a serious one quickly.
  • Location risks. Is your home in a flood plain, a wildfire-prone region, or a tornado corridor? Know your local hazards and understand how they affect your shelter options. Local emergency management agencies and government flood mapping resources can tell you whether your property falls within a designated risk zone.
  • Heating and cooling capacity. Does your home have an alternative heat source if the power goes out? A fireplace, wood stove, or safe supplemental heater can be the difference between an uncomfortable situation and a dangerous one.

If your home has gaps in any of these areas, addressing them is part of your preparedness plan.

Clothing as Your First Layer of Shelter

Before any structure, heater, or fire ever comes into play, clothing is the shelter you're always wearing. It's easy to treat clothing as an afterthought compared to a stocked heater or a tarp shelter, but the right clothing — or the wrong clothing — can be the difference between staying safe and developing hypothermia, even indoors.

Cotton kills — a real, well-established survival principle, not an exaggeration. Cotton absorbs and holds moisture rather than wicking it away, and once wet, it loses nearly all of its insulating value while continuing to sit against the skin. In cold or wet conditions, wet cotton actively pulls heat away from the body far faster than staying uncovered would, which is exactly why it's such a dangerous choice for cold-weather clothing, whether that's a winter power outage at home or genuine outdoor exposure. Save cotton for warm, dry conditions, and choose different materials whenever cold or wet weather is a real possibility.

The three-layer system gives each layer a specific job:

  1. Base layer (against the skin): Moisture-wicking material — merino wool or synthetic fabrics like polyester — pulls sweat away from the body so it doesn't sit against the skin and cool you down.
  2. Mid layer (insulation): Fleece, wool, or down traps warm air close to the body. This is the layer doing most of the actual insulating work.
  3. Outer layer (protection): A wind- and water-resistant shell keeps wind and precipitation from stripping away the warmth the first two layers just worked to create.

Adjusting layers for activity level matters just as much as the layers themselves. Physical exertion — hauling firewood, building a shelter, shoveling snow — generates real body heat and causes sweating, even in cold conditions. Remove a layer before you start sweating heavily, and add it back once you stop moving and start to cool down. Sweat-soaked clothing creates the same "cotton kills" problem even with the right fabrics, since any wet layer loses insulating value regardless of material. Managing layers actively, rather than dressing once and leaving it, is a genuine skill worth building.

Heating Your Home Without Power

Losing heat is one of the most common and most dangerous outcomes of a winter emergency. Power outages, downed gas lines, and heating system failures can leave a home cold very quickly. Having a backup heat source is not a luxury — it's essential.

Wood-burning stoves and fireplaces are among the best options available. They require no electricity, burn a renewable fuel source, and heat a room effectively. If your home already has a fireplace or wood stove, keep it maintained and stock an adequate supply of dry, seasoned firewood before winter. Have the chimney inspected annually to prevent creosote buildup and reduce fire risk.

Indoor-safe propane heaters are an excellent backup option. Certain catalytic and radiant propane heaters are specifically designed and tested for use in enclosed spaces, with safety features including automatic low-oxygen shutoff. Always verify that any heater you purchase is rated for indoor use, and follow the manufacturer's instructions. Keep a supply of propane canisters on hand.

Kerosene heaters have been used for residential heating for generations. They produce substantial heat without electricity and are effective across a wide range of temperatures. Use only in areas with adequate ventilation, and store kerosene in approved containers away from living spaces.

Carbon monoxide (CO) is the single most important safety concern with any supplemental heat source. This gas is colorless, odorless, and deadly. It builds up silently in enclosed spaces and can incapacitate or kill before you even realize something is wrong. Never use generators, propane or charcoal grills, camp stoves, or any combustion source indoors that is not specifically rated for interior use. Keep a battery-powered carbon monoxide detector in your home and test it regularly. If the alarm sounds, get everyone out of the building immediately and call 911.

Lighting Your Home Without Power

Losing power means losing light along with heat, and a reliable, non-electric lighting source deserves the same advance planning as a backup heat source.

Coal oil (kerosene) lamps are a traditional, genuinely effective option for sustained home lighting during an outage. They run on the same kerosene already covered above as a heating fuel, burn for hours on a single fill, and provide steady, hands-free light throughout a room — a real advantage over holding a flashlight or relying on a single battery lantern all evening.

Basic use and maintenance: Trim the wick evenly before each use so the flame burns cleanly rather than smoking. Fill the reservoir only when the lamp is fully extinguished and cool, and never overfill it. Keep a small supply of spare wicks and lamp oil or kerosene on hand, since a worn wick burns unevenly and produces more smoke and soot.

Safety rules apply just as seriously as they do for any other open flame in the home:

  • Place lamps on a stable, level surface where they can't be easily knocked over.
  • Keep well away from curtains, bedding, and anything else flammable.
  • Never leave a lit lamp unattended, especially with children or pets in the home.
  • Provide reasonable ventilation — an oil lamp produces far less carbon monoxide than a kerosene heater, but any open flame benefits from a room that isn't fully sealed.

Candles are a reasonable backup or supplemental light source, though they burn faster and provide less usable light than an oil lamp. Keep candles in stable holders, away from drafts, and follow the same never-leave-unattended rule.

Creating a Warm Room

When you can't heat the entire house, focusing heat on a single room is a smarter and more efficient approach. A smaller space heats up faster, holds heat longer, and uses less fuel to maintain a comfortable temperature.

Here's how to set up an effective warm room:

  1. Choose the right room. Pick a small interior room with as few exterior-facing walls as possible. Interior rooms lose less heat than corner rooms or rooms bordered by outside air on multiple sides. Avoid rooms with large windows.
  2. Seal the space. Use rolled towels, draft stoppers, or folded blankets to block gaps under doors. Hang heavy blankets or curtains over windows and any doorways opening into the rest of the house.
  3. Insulate from the floor up. Cold floors pull heat from your body through direct contact. Place sleeping bags, foam mats, sleeping pads, or folded blankets on the floor before sitting or sleeping there.
  4. Concentrate body heat. People generate body heat. Keeping the household together in one room is one of the most effective low-tech warmth strategies available.
  5. Layer clothing. Even indoors, dress in layers — a moisture-wicking base layer, an insulating mid-layer such as fleece or wool, and a wind-resistant outer layer if needed.

Staying Cool in Extreme Heat Without Power

Heat emergencies are just as serious as cold ones, and they're often underestimated. Losing air conditioning during a heat wave can become dangerous quickly — particularly for young children, elderly family members, and anyone with an underlying health condition.

Practical cooling strategies when the power is out:

  • Close blinds, curtains, and shutters during daylight hours to block solar heat gain through windows.
  • Open windows and doors at night and in the early morning when outside temperatures drop, creating cross-ventilation through the home.
  • Move to the lowest floor of the house or the basement — heat rises, and lower floors stay significantly cooler.
  • Apply cool, wet cloths to the wrists, neck, and forehead. These are areas where blood vessels are close to the surface of the skin, and cooling them helps lower overall body temperature.
  • Stay well hydrated. Heat stress and dehydration accelerate each other — drink water consistently throughout the day, even when you don't feel thirsty.
  • Limit physical activity during the hottest part of the day, typically between late morning and late afternoon.

Know the warning signs of heat-related illness. If anyone in your household shows signs of confusion, stops sweating in extreme heat, or has hot and dry skin, treat it as a medical emergency. Cool them down immediately with cold water and seek medical help without delay.

Weatherproofing and Emergency Home Repairs

Your home's ability to keep the elements out is fundamental to its function as a shelter. Gaps around windows, doors, and damaged areas allow heat to escape in winter and heat to pour in during summer — both of which undermine your shelter capacity.

Weatherproofing steps to take before an emergency:

  • Install weatherstripping on exterior doors.
  • Apply draft stoppers or door sweeps at the base of exterior doors.
  • Use plastic window insulation film kits on single-pane windows to add an insulating air layer between the film and the glass.

Emergency repairs after a storm or damaging event:

  • Use heavy-duty tarps to cover a damaged roof section. Secure with rope, bungee cords, or sandbags to hold them in place under wind.
  • Board up broken windows with plywood cut to size. If you're in a storm-prone area, keeping a few pre-cut pieces on hand is worth the effort.
  • Use heavy plastic sheeting and duct tape to temporarily seal damaged wall sections or broken window frames until permanent repairs can be made.

Shelter in Place — Sealing Your Home from Airborne Threats

"Shelter in place" has a specific meaning in emergency management — and it's different from simply staying home during a storm. Shelter in place refers to sealing your home against an external airborne threat, such as a chemical or hazardous material spill, an industrial accident releasing toxic gases, or a radiological event.

If local authorities issue a shelter-in-place order, follow these steps:

  1. Bring everyone inside immediately. Pets as well.
  2. Close and lock all windows and exterior doors.
  3. Turn off all ventilation systems — HVAC, exhaust fans, attic fans, and any system that draws in outside air.
  4. Seal gaps around doors and windows with plastic sheeting and duct tape. Focus on any opening that allows outside air to reach indoor space. Pre-cut pieces of plastic sheeting stored with your supplies make this step much faster under pressure.
  5. Stay tuned to emergency broadcasts. Local authorities will issue an all-clear when it is safe to ventilate your home. A roll of plastic sheeting and a roll of duct tape in your supply kit costs very little and prepares you effectively for this scenario.

Bug-Out Shelter — Shelter Away from Home

Leaving home is a significant decision. But when conditions demand it, acting quickly and having a shelter plan already in place can make the difference between a manageable situation and a dangerous one.

Knowing Your Bug-Out Triggers

The time to decide when you'll leave is before you need to — not when floodwaters are rising or wildfire smoke is visible on the horizon. Define your triggers in advance.

Specific conditions that should prompt a bug-out:

  • A mandatory or voluntary evacuation order from local authorities
  • Floodwaters rising and threatening your home or access routes
  • A wildfire within a distance that puts your location at risk
  • Structural damage to your home from a storm, earthquake, or other event
  • A confirmed airborne threat that makes your area unsafe even with shelter-in-place measures
  • A grid-down situation during extreme weather where your home cannot maintain a survivable temperature and no alternative heating is available

Leave early. Every experienced emergency manager will say the same thing: the people who face the most difficult conditions in an evacuation are the ones who waited too long. Traffic, depleted resources, and deteriorating conditions all compound the longer you wait. When in doubt, go.

Your Vehicle as Emergency Shelter

In most bug-out situations — especially short-term ones — your vehicle is your first and most accessible shelter option. A car or truck provides wind protection, rain protection, insulation from ground cold, and a lockable space where you control the environment.

Tips for using your vehicle effectively as shelter:

  • Keep a basic shelter kit in your vehicle year-round: at minimum, an emergency space blanket, a sleeping bag or heavy blanket, extra clothing appropriate for the season, water, and food.
  • Keep the fuel tank at or above half full as a standing habit. A full tank gives you options; a near-empty one limits them severely.
  • If you need to run the engine for heat, always verify that the exhaust pipe is not blocked by snow, mud, or debris, and crack a window slightly to prevent CO buildup inside the vehicle. Run the engine intermittently rather than continuously — roughly 10 minutes out of every hour is a widely used guideline that provides enough warmth to prevent hypothermia while making a half tank of fuel last considerably longer, often through a full day or more of intermittent use depending on the vehicle.
  • Park with the nose out whenever possible for a quick departure if needed.

Vehicle shelter has real limitations. Fuel is finite. A vehicle is visible and can draw attention in some situations. In extreme cold, a vehicle without fuel provides wind protection but will eventually reach ambient outdoor temperature. Plan beyond it.

Temporary Shelter Options

When your vehicle isn't available or sufficient, portable shelter options give you reliable, packable protection.

Emergency tents are the most complete portable shelter option. For preparedness purposes, look for a tent with a full rainfly that reaches close to the ground, a freestanding design, and aluminum poles rather than plastic. A four-season tent offers maximum protection in harsh conditions including heavy snow and sustained wind. A three-season tent is lighter and performs well in most conditions outside of severe winter weather. Practice setting up your tent before you need it — unfamiliar gear is harder to manage under stress, in bad weather, or in the dark.

Tarps are one of the most versatile shelter tools a prepper can carry. A quality waterproof tarp measuring at least 8x10 feet can be rigged in multiple configurations — an A-frame, a lean-to, a plow point, or a simple overhead cover — using paracord and tent stakes or natural anchor points. Tarps are lighter and more packable than most tents and far more adaptable to varied terrain. Carry at least one quality tarp in your bug-out bag.

Emergency space blankets are lightweight, compact, and effective at reflecting body heat. A single Mylar emergency blanket can reflect the vast majority of your radiated body heat back to you. They're not a standalone shelter solution, but they dramatically extend your warmth in combination with other shelter methods. Use one as a ground layer beneath you, one wrapped around your body, or one as a heat reflector positioned behind a fire. Keep at minimum two per person in your kit.

Bivy sacks are ultralight, waterproof sleeping bag covers that function as a minimalist shelter on their own. A quality bivy keeps you dry and significantly extends the effective temperature range of your sleeping bag by adding wind and moisture protection. For ultralight or emergency kits, a bivy combined with a space blanket and a sleeping bag liner is a compact and capable cold-weather system.

Building Improvised Shelter

When you have no gear or very limited gear, improvised shelter uses natural and available materials to create protection from the elements. The principles are the same regardless of the specific structure you build.

Three core principles of effective improvised shelter:

  1. Insulate from the ground first. More body heat is lost to cold ground through direct contact than through the walls of your shelter. Build your ground layer before anything else — a thick, dense layer of dry leaves, pine needles, pine boughs, or bark beneath your body is not optional. It's your highest priority.
  2. Block the wind. Wind dramatically accelerates heat loss. Even a partial wind block makes a significant difference. Orient your shelter opening away from the prevailing wind direction.
  3. Keep it small. A small shelter is a warmer shelter. Your body heat is warming the air inside — a smaller volume means your body can accomplish that far more effectively. Build only as large as you need to lie down comfortably.

The lean-to is the simplest improvised shelter. Prop a long, sturdy branch horizontally between two trees at roughly waist to chest height — lash it in place with cordage or stripped bark if available. Lean shorter branches against it at a 45-degree angle to form a sloped roof. Layer leaves, pine boughs, bark slabs, or other debris over the branches until the covering is several inches thick. Position the back of the lean-to into the wind. A lean-to provides fast, effective rain and wind protection with minimal labor.

The debris hut is a more enclosed option and significantly warmer. Begin by propping a sturdy ridgepole from the ground at your feet up to a support at roughly chest height at the entrance end. Lean branches along both sides of the ridgepole to create a ribcage-like framework. Pack debris — leaves, pine needles, bark — over the outside of the framework until the walls are at minimum two feet thick. The more debris, the better the insulation. Stuff the inside fully with dry leaves for bedding and insulation. A well-built debris hut can retain body heat effectively even in cold conditions. Build it only large enough for your body. Extra interior space is warmth you'll lose.

The tarp A-frame is the fastest shelter when you have a tarp and cordage. Run a length of paracord between two trees at approximately waist height and tie it off securely on both ends — a taut-line hitch works particularly well here, since it holds firm under tension but can still be adjusted without retying, covered in full in our Tools and Skills Guide. Drape the tarp evenly over the line so it extends to the ground on both sides. Stake down both edges with tent stakes or secure them with rocks and logs. The A-frame provides fast, solid protection from rain and wind and can be set up in a few minutes once you've practiced it.

Heating a Temporary or Improvised Shelter

Building a shelter solves half the problem. Once you're away from home, heating it is the other half — and it's easy to overlook since so much of this guide's heating advice is built around a fixed structure with four walls. The same core methods apply to a tent, a lean-to, or a debris hut, just adapted to a smaller, more open space.

Hot tents are a well-established cold-weather option for anyone bugging out with real shelter gear. A hot tent is built with a stove jack — a heat-resistant, reinforced opening in the tent fabric — that allows a small portable wood stove to vent safely to the outside while heating the tent's interior. This setup can keep a tent genuinely warm through a cold night in a way that's simply not possible with an unheated tent alone. If cold-weather bug-out shelter is part of your plan, a compact stove-jack tent and a small portable stove are worth serious consideration.

Heating a lean-to or debris hut with a reflector fire is the standard method when working with an open-fronted improvised shelter. Build a small fire a few feet in front of the shelter opening, then stack logs, rocks, or a propped-up space blanket behind the fire — opposite the shelter — to reflect heat back toward the opening rather than losing it to the open air behind the flames. This can meaningfully raise the temperature inside a lean-to or debris hut without requiring a heat source inside the structure itself. The heated rock method provides hours of steady radiant warmth without an open flame inside the shelter. Warm several fist-sized rocks near — not in — an established fire, then wrap them in cloth or a spare piece of clothing before bringing them inside a sleeping bag or shelter. Never use rocks pulled from a riverbed, streambed, or any spot where they may have absorbed moisture — trapped moisture inside a rock can turn to steam when heated and cause the rock to crack or, in rare cases, fracture violently. Choose dry rocks from above the waterline instead.

Carbon monoxide risk applies here just as seriously as it does at home. Any combustion heat source — a hot tent's wood stove, a camp stove, or an ember bed brought inside a shelter — can produce dangerous levels of carbon monoxide in an enclosed or semi-enclosed space. Stove-jack tents are designed with this in mind and vent properly when set up correctly, but a camp stove or any other combustion source should never be run inside a sealed tent, a debris hut, or any other tightly enclosed improvised shelter. A reflector fire kept outside the shelter opening, as described above, avoids this risk entirely and is the safer default whenever a vented stove isn't available.

Using Natural Shelter

Before committing time and energy to building a shelter, look for natural shelter that reduces your workload and gives you immediate protection.

  • Rock overhangs and cliff faces provide excellent protection from rain and block wind effectively. Before sheltering under an overhang, check for loose rock above — unstable rock is a hazard. Avoid overhangs with standing water beneath them.
  • Dense conifer tree lines — pines, spruces, firs — create natural windbreaks and significant overhead cover. The layered canopy intercepts rain, and the trees themselves block wind substantially.
  • Hillside positioning keeps your shelter above valley floors. Cold air is denser than warm air and drains into low-lying areas at night — valley floors and depressions are noticeably colder and carry higher flood risk.

Avoid: valley floors and low-lying areas in wet conditions, lone trees on open ground (lightning risk), terrain that limits your visibility and awareness of your surroundings, and any low ground near water that could flood.

Tornadoes and Severe Storms

Tornado shelter priorities are clear and consistent: get low, get interior, get away from windows.

  • Move immediately to an interior room on the lowest floor of a sturdy building — a bathroom, closet, or interior hallway without windows.
  • If you have access to a basement, use it. Get under a heavy piece of furniture or against an interior wall and cover yourself.

  • Implement your heating or cooling strategy based on the season, and do it before conditions in the home become uncomfortable. Maintaining a safe temperature is much easier than recovering one.
